Yes. There are some industrial strategies with which this works great. Be a shrew. Get Cregga. Army mass in the ratio 20:20:40:20. When online, standard everyone's tail off. When offline, build guards, keep troops. Hawk shield and you've gotten a strategy for taking no more than a relatively small amounts of damage from attacks. Troops shouldn't break if done right, and hawks are not something you're hit with often enough since you shield. Hawk people will trample you for land, but you can always get it back and more. You can always go all troop to defend, but this costs (slightly) less, though the turn waste isn't good, it's a fair tradeoff.
