And, yeah, I'd say sacking isn't much of an act of war... Any player with a bit of experience shouldn't be keeping massive amounts of cash out in the open. And, when it comes down to it, a few million isn't THAT much.
Sack IS horribly overpowered, though. 2/3rds of someone's cash in what appears to be 8 attacks? Redoinkulous.

I define an act of war as an act intended to harm. Land grabbing does not fit, as you can recover the land easily, and don't really need it while you're not spending turns.
Standards are an act of war. They're intended to harm the target, and not necessary for the attacker.
Sacking is unsure. On the one hand, it is beneficial to the attacker. On the other hand, they are more harmful to the defender because the defender will likely never see that cash again - unlike a landgrab, where the land is recovered next run.
I still tend to classify a sack as a war act because you're stealing what I actually produced, rather then land that's been cycling round the game for years. Further, sacking is more harmful to me then losing land.

Ok, so you're say taking something that someone else produced is an act of war? What happened if the guy produced land by maging it? He worked for it, he spent his turns producing it, how is it any different from someone spending his turns to make cash or food? There is no difference.
Also, I would like to add that you seem to have problems with your then and than. You keep mixing them up.
