I'm in a clan at war with another clan, yet when I started hitting one of the other clan's members, it gave me five or six attacks before it said
Too many recent attacks on that warband. Try again in one hour.
Edit: It's weird. I can attack him with troops, but not with hawks.

i had this aswell once so i used the normal declare war but i think it may be a bug...

I think clan war is also not allowing you to hit small people in the other clan.
