BUG: Huts not filling

My huts aren't filling all the way. I have 10,460 huts. However, my huts have stopped filling, and I only have 941,439 hawks. As I understand, huts fill until there are 100 hawks per hut. I should have 1,046,000 hawk before my huts stop filling, but I don't have that many.

If they're over 90% full, they won't fill up -- a feature remaining from Promisance.

So, how many hawks will come per hut, then?

Hmm. I always thought huts filled to 100 and hawks didn't leave until there we more then 170 per hut. But it looks like I'm wrong...

Nope, even in the vanilla code, they fill to 90%, and stay til 175%.
