So when you declare war you get unlimited attacks on any NW without penalty..is there any offensive bonus? do you gain more land from each attack?

I don't think so. However, it's not on any NW, it's a greater range of NW's.

Are you sure it's 1000% times your net? Or just 100%?

If it's 100% of your net or less, you can't attack anyone higher than you.

It has to be 1000% at least.

FAF may be different but most proms will allow an empire at war to attack someone 25X their net without desertion. You can also attack empires 1/25th of your net if you're at war.

If you're not at war you can attack any empire within 2.5X you're net without desertion, and up to 10X you're net with desertion. If you try to attack someone more than 10X your net you get the "your generals flatly refuse to attack such a large empire" message. If they're less than 1/10th of your networth you get the "your generals refuse to attack a defenseless empire" message.

So 250%-1000% regular attacking, 2500% war. You can still espionage them with hawks though.
