Perhaps instead, put other disadvantages to "Declare War" (which is the individual version of putting a clan on the war list in RWL, if I'm not mistaken). Like, make it so you loose more money when you are at war, or your health drops more quickly.

Declare War is great! Especially if there is that one warband that is like a thorn in your side.
Save Declare War!
That's the point of "WAR". You don't loose troops...I thint that Declearing War should not over ride loosing men when atacking a warband to week or strong.

No. The sole purpose of war is for clans. That is why some prefer to solo. Clans give you support, but put you at risk to be set to war. Often, a leader-loot-feast strategy relies on the 21 attack limit. With war, it's all gone. If there needs to be war, there must be a huge downside, making war almost a kamikaze.
