Slasher, am I omnisciant? All knowing? No. Then don't expect me to be able to plan for everything in advance. I laid out a good plan, hoping we wouldn't have war right away, until people got comfortable with the new guidelines.
Now people are becoming comfortable with them, we need a plan for war. This indeed a wargame, WOA is a more friendly wargame, but still a wargame. And in wargames, well, there's going to be war. Take the war out of a wargame, and you won't even have a game, because people will all leave. Of course, let people get to brutal, and that'll happen anyway. And then all you'll have is a war. Wars aren't fun.
I'm going to call a convention for ideas relating to war in WOA. I ask that you put forth any good ideas you have, that aren't totally contridictory to WOA's guidelines, and keep in mind the problems we're facing, namely, not allowing war to become an exploit that allows people to attack others unlimited times.

It was said to lie at the bottom of the sea for a long time and then it would rest at the surface....Like the Midgard serpent in the Norse myths, the Kraken was supposed to rise to the surface at the end of the world.
