Didn't realize that about standards... Considerably more turns then I was thinking, but still well within the limits of BFR, and even doable on WOA.
I don't think penalties are in order (we don't want to discourage people from getting heros). I do think reduction in the strength of Brome would be a very good thing.

STDs and Guerilla Strike both give 0-7% of all land. Stoned and Hydro both give 9.1% of all land built into Huts and Guards and 0-7% of all land built into anything else. Aerial is the best all around, and it gives 0-8.75% of all land.
All attacks take 0-10% of unused land, the above numbers are for built land only.
