Brome not working properly.

Brome does not appear to be working properly. I drop 6 health an attack (normal), between 100% and 82%. 5 health from 82% to 77%. And then 4 health per attack (normal, with Brome) from there on down.

Unless this is a change that has been made but not anounced, it's a pretty nasty bug...

Would tax rate have anything to do with this?

That could be it. Though I still can recover health above whatever it would normally be with my tax rate. It's slower, but I can still get to 100% health with a 60% tax rate. Which is also odd, I thought you couldn't do that?

But you've got Brome. So not a bug, besides the fact that Brome is overpowered. Ruddertail: close and move?

So then Brome overrides the "no healing due to high taxes" bit? That is overpowered.
