You should be able to use safe demolish to as many camps as you can and still have 30% of your land being camps. The fomula could just be Total Camps - .3*Total land or something to show you how many camps you can safely demolish. If the number was negative it would show us how many more camps we need to build. Or something like that. XD

This is now implemented. The formula is (Camps - 0.3 * Land).
