Scaling issue with Aid, and something more

Well, first off, scaling issue with aid.php:

Sending aid requires 2 turns and at least 18 Quinqiremes.

It better not! :D

But the real issue is this: since the aid requirement for sending things is usually considerably less than the equivalent of one full ship, does that mean one has to waste an entire ship to send an aid shipment? These ships are something like 100,000 Otters now, aren't they? And that is the current REAL minimum requirement to send aid now.

So, the question is, will things stay like this, or will we use an alternate troop (or alternate method) of transferring aid?

I think the best solution is to actually require a ship to send aid (50k otters). It's not unreasonable, and we'll just not ACTUALLY subtract that many.

Ah, but how will you do that? Right now, you need to commit that full ship to sending aid.

What if instead of Ships, we require a consignment of Archers to protect an aid shipment?

If it sounds bad, then no, of course.
