Personal war is a feature that was removed due to abuse. It basically was an option for any empire to declare war with any empire regardless of whether or not they we're clanned. While personal war was declared either empire could hit the other as many times as they wished and would never suffer desertion because their net was too high or too low.
Once war was declared you could not declare war on anyone else until 72 hours was up, or 10 minutes after you killed the other empire, whichever came first.
I know the voices in my head arn't real but they usually have some pretty good ideas.
We disabled it, as it mucked around with game balance a bit. It still exists in the codebase, though, and could be enabled at any time.
