I just remembered this, and thought I should stick it here.
I recomended the a soldier reserve be put into place. It goes along with this topic. You could put up to a certain precentage of your troops into the reserve. Kinda like how the bank works. And when a person's land gets down to that critical level where standards are neccessary, the reserves are automatically pulled.

The idea I had was to have a certain builting (now what would we call it?) for storeing troops. You can store x number of troops (perhaps dependant on type) per building, without costing you for upkeep on the troops.

How would you work that then? If you did it based on buildings, say barracks. If I had 100k land, and invested 80k of it into barracks, then what would happen to all those troops when I lost the land? If they get pulled back into active duty then that just going to be an inconveince. If not, and they are frozen there, then people would make runs that had all there land be barracks and store as many troops in there as possible. Even with my idea, someone who runs up a high net could do the same. The easiest solution would be to set an overall limit. Thus making kills still a part of the game, but increasing there difficulty.
You should have to pay upkeep on them, but not as much. Say 50% all the way around.
