Mmm, I'm not really pertinent here, but just my experience from ME: 5-7 attacks is ridiculously low. 31 is high, although I may easily attack up to that. 20 is a respectable number. In ME it is extremely unofficial, and i rarely obey any rules people want me to obey, but still, the 20+ rule is always nice.
Hell... i don't even check who attacks me, or how many times. I deal with my empire as it IS, not how it became that way.
(except for certain instances. for example, someone murdered me in MM yesterday night. He will be dead by tommorow morning)

I don't think newbies will be attacked mercilessly. Why? 1) Just don't attack newbies mercilessly and 2) they won't have much land to attack!

Well the problem was that certain members WOULD attack newbies mercilessly, and even kill them, which is why we instituted the guidelines in the first place.
