It -did- take Gondor and Rohan in the books too. So I don't see anything wrong so far. xD

Actually it was two halfling's from the shire that ultimately beat mordor by destroying the ring of power while the men of rohan and gondor kept the evil troops occupied

Well, once there is a suitable amount of land in the game, I usually put in my profile, I do NOT appreciate being taken below 10k for whatever reason unless you are a new player and need the land desperatly.
