No; less than usual health cost simply invites kill runs. I think we've reached a fairly good balance with making kills difficult; this would blast that to pieces.

1. Reducing them far enough
2. Having enough turns
3. Having the force to kill them.
Sure, you can take them to 500 with 3%s assuming you have enough... after that, you have to use STDs. Perhaps STDs should always take 6. Exception being with Brome and all.
