I haven't delved into the details, but I presume that turns are somehow based-off the host's time; I'm not sure if they incorporate anything else. Hence, if the in-game time is correct, I'd be tempted to assert that the conundrum lies with the code -- doubly so if only occurs on one server. Of course, my game (and Turock's) is based-off this code and has not yet experienced this bug, which obviously points towards the host.
I'd recommend identifying the differences between server settings, and changing those of WoA one-by-one, seeing if this has any effect: it seems the most logical conclusion that it the problem exists within the server settings. Additionally, and perhaps to accomplish the prior as well, if no one minds, I -- or someone else -- could likely take the copy of the database (minus forums, etc.), load it to my computer, and see if the problems persist -- this would more definitively determine whether it is or is not the host.

As people have noticed:
* It doesn't happen on BFR, but does on WOA, so it is probably not host-related
* It doesn't happen on other servers with many users, so it's quite possibly unique to WOA
* It hasn't been fixed with the reset, so it's almost certainly not database-related
Hence, as we have gone about eliminating the impossible, only the unlikely remains. To tear ourselves away from Sherlock Holmes for the moment, as FireFrenzy said, the evidence points to a configuration issue.
I will look at that during the coming week, but I don't want to discourage anyone running their own servers from testing if they have time (Bjorn, FF, perhaps others).
