Either: by the game code or as a choice selected by the user.
If a clan member has gathered stat info, it should be displayed for his clansmen
OR
He should be able to share the info with his clan
OR
He could choose not to share...
When I select Intel in my account as a clan member

Well, my idea, and one I've implemented elsewhere, is the ability to forward intel to one's clan. However, I didn't like the date/time issues with that (i.e., if it was an old intel, it would show up towards the bottom, occassionally making sent intels difficult to spot). I like some of your alternate suggestions, however, such as an option to automatically share them (presumably when they're first taken).
Of course, it all depends on how people feel about intels, and whether they should be information privy only to the individual that collected the intelligence. My thoughts are that intel sharing among clans is common enough via messaging that it warrents an explicit option.
No, often enough, the clan forum or even just a copy paste into a mail will be enough. Even during war time kill runs thats very effective. Having another menu just clutters things up more.
