ok in mossflower or northlands for some reason i can attack southward without preparing hawks can someone tell me why or even fix it perhaps

Most likely, they simply have hawks prepared themselves. You see, if you have hawks prepared, people can attack you, too, using those hawks. It made more sense with eras and time gates then regions and hawks, but, meh...
