Maybe we should be rethinking the way vacation works? Perhaps the time period before one goes into the vacation protection should be longer? Or perhaps if one has attacked recently, they cannot go into vacation?
If the guy continues this, then I suppose we'll have to do something. I can keep terminating his vacation periods, yes, but a more permanent and less annoying solution would be preferable, no?

of vacation status, capturing a significant amount of land, and then going
back on vacation before the attack players are given a reasonable chance to
regain their land. This is considered an abuse of the vacation feature, which
is there only to facilitate players that must take time off of the game and
do not wish to lose their accounts.
I do hope this is a simply misunderstanding, and you have a reasonable
explanation for this behavior. Unfortunately, even if the explanation is
reasonable, I must forbid you from further engaging in such activity - it
causes extreme game imbalance. I apologize for any inconvenience caused by
