Is it just me or is it a bug?

This slower game requires strategic and diplomatic skills as well. It has been discontinued.

I was attacking somebody, and they lost no troops and neither did I. I captured a good amount of land though. I took this to mean that the person had none of that type.

I moved on to another person.... Same thing. Either people are troupless or this is a bug.

It's possible you just have a troop that no one else has. Or, it could be a bug... Which people are these?
