Get rid of Demolish, get rid of amounts on the Build page. Users can put in percentages of what they want, and then the game tells them how many turns they need to spend to convert their buildings. I can imagine a user using their last 10-20 turns for guards, or a user going to build for a few turns after every series of attacks to get the right building ratios back. It would also mean less time spent figuring out just how many buildings you want or calculating percentages.

Why get rid of demolish? But I like it. That way, I don't have to be sitting there with my calc, figuring out precents...

Because you wouldn't need Demolish: just set the percentage to zero (which could be done graphically with JavaScript)

I was thinking this since I started Valhall, or add a 10% build option..

It seems like a good idea, but I'm not sure if it can completely replace the individual build system. It could be implemented side-by-side, or something similar.

As an additional alternative, certainly. As a replacement? I dunno. Specific amounts are useful in some strategies.

Nooooooo! No replacements! No! No!

I like exact build numbers... However, adding % would be good in some ways. Perhaps you could flip a switch in Manage and be able to use the % system? That enables the DB to store it as a regular number (thus keeping all existing building-related infastructure), but enables someone to execute a % of x building strategy slightly better.
