Hello, all. Decided to drop in an let you know I'm still alive an well. Had my wisdom teeth out Wednesday, if anybody cares (which you probably don't.)
Anyhow, I'll probably drop in once or twice more over the coming school year. Hopefully come back for a bit over Summer Break... play a round of BFR or two (if there's more then 2 people to play against. Oh, well.)

I would disagree with the article's point on how industrial warfare began. The points it names: ``standardized weaponry, professional full-time soldiers, mass production, mass destruction, and goals echoing the Darwinian industrial economic struggle: annihilation, unconditonal surrender, and subordination'' -- these were already (except for mass production of arms and the economic struggle) standard in Ancient Rome. The author needs be a bit more precise.
I find it very surprising that the author uses the term ``information warfare'' only in the restricted sense of warfare using weaponry that is networked and capable of sophisticated processing. Why not apply that term to a much more salient problem in modern wars of the XX and XXI centuries -- communication between the opposing sides and the role of perception and propaganda? I would not call what the author is talking about ``information warfare'' but rather ``information-enhanced combat'', at most.
Of course, I didn't read beyond the introduction, as the subsequent four categories expound on what was abstracted there.
Anyway, great to see you! And of course we're interested.

I think you might have missed some of it, just reading the intro paragraph. From what I say, his point was that warfare in the future would depend on information gathering and transmission - you destroy your enemies sensors and comm networks, while protecting and propagating your own - rather then simply more complex weapons. The justification for calling it "information warfare" is because of the fact that information is the central focus. You don't hit your enemy's army first, you hit his comm network first, and after that's done, picking apart his army is secondary.
I wouldn't term propaganda and the like as "information warfare", but rather "opinion warfare"*. Generally, the whole point of propaganda is to change what people think about an issue, not what they know. Any knowledge or information that's introduced is introduced for the purpose of changing opinions. The focus is not on information itself, but on what people think, or feel, etc, etc.
* I know the term "psychological warfare" is more properly used here, but in order to distinguish it from information warfare, which also involves the psyche to some extent, I chose "opinion warfare".
Anyhow, it's nice to know I'm missed. I'll probably be back this summer, sometime. When I don't have to feel guilty about the schoolwork I should be doing instead...
Btw, I assume you've heard about the Chinese having ASAT (Anti-Satellite, for those of you who don't know - this would have included me up until about 20 minutes ago) capabilities... Major development? Minor one? What can, and will, the US and other nations do to counter?

I do seem to have missed some of the point in that case. Thanks for pointing it out.
Although "information warfare" in that sense has been know for quite some time, right? So in some ways it's not really revolutionary, just a rebranding of the old concept "cut off the head and the rest will follow", except all electronicky.

Hmm, yes and no. From what I understood, it's not just a case of "cut off the head". More "disable the nervous system", if you want to put it into those terms.
The focus is on controlling the information level of the battlefield - being able to move without being seen, seeing your enemy's movements. Being able to communicate and coordinate effectively, preventing your enemy from doing the same. Actually engaging enemy troops, outside of what is necessary to disable their info network, would be secondary - mopping up action, if you will. The battle would be determined on the level of networks, satellites, sensors, etc, rather then conventional forces facing conventional forces and trying to kill the enemy.
